Beyond the wide definition, I tend to think of e-mail harvesting in a more narrow definition.
If I'm trying to market my product to a certain audience, I can easily (myself or through an intern) scour Web sites and manually pluck the names and e-mail addresses of people who would be receptive to my sales pitch.
I know I receive unsolicited, though relevant, messages from companies that have likely taken this approach.
The irony is that it works. The message is relevant. People respond. But I'm not so sure it is CAN-Spam compliant.
Some would argue that rented lists are basically the same thing. Most ESPs I've talked to won't touch rented lists, as they consider them spam by their policies. Sure, the names on such a list may have opted in to receive messages, but not messages from you/your company specifically.
Spamhaus plays tough. Just do a Web search for spamhaus e360 and read up on the litigation related to that case.
